What is a capability matrix in a tender?
A grid of requirements against evidence: people, method, tools, past work. Sometimes it is a schedule. Sometimes it is 34 lines in an evaluation table. Either way it is the buyer asking whether you can do the work, not whether you can write about the work.
Firms fill it last, from the draft. That is backwards. If a line has no named person, the capacity axis cannot pass. Question 5 on the twelve questions is this grid in one sentence: who would lead delivery, and are they free.
How do you map it in a day?
List the lines. Against each: a name, a date they are free, held credentials, or a named gap. Gaps are reviews with a date, or a no. Do not invent a hire on Thursday for a Friday close. Do not write “TBC senior engineer.” TBC is a no wearing a spreadsheet.
Subcontractors count only if they have confirmed. A friendly conversation is not a confirmation. If the matrix is unwinnable without a partner who has not said yes, the call is review or no, not a quiet start.
What if the matrix is wired?
See a tender written for the incumbent. If every line is last year’s deliverable in order, you are sitting an exam the current provider already passed. Score strategy honestly. A beautiful grid that you cannot staff is still a fail on capacity.
Weightings tell you which lines decide the score. A 2 percent row can be thin. A 25 percent row cannot. Reverse-engineer that with evaluation criteria before you spend the afternoon on colour.
When is the matrix a no-bid by itself?
When a mandatory line is not held today. When the lead is on a live job through mobilisation and moving them is a cost you will not accept. When the only names you have are the ones who would write the bid, and they are already at 90 percent. Starting anyway is how utilisation dies in silence.
Put the grid on the gate page. A partner who was not in the room should see who, and who is missing. If they cannot, you do not have a matrix. You have a hope.
