When do you use it?
Build the initial compliance matrix within 48 hours of an RFT or RFP release. During the initial qualification sprint, the matrix acts as a diagnostic tool: it isolates mandatory criteria that could disqualify your firm before writing begins. Once a pursuit passes the bid gate, the matrix becomes the central project register governing who writes each section, what proof is required, and which clauses require formal tender clarification questions.
What goes in each field?
- Requirement ID. A unique tracking reference (e.g. REQ-01, MAND-03) that remains stable across all draft versions.
- Source Reference. The exact document name, section, schedule, and clause number in the buyer's tender pack.
- Buyer Classification. Whether the item is a mandatory condition for participation, a weighted evaluation criterion, a contractual condition, or an administrative return.
- Requirement Summary. A concise distillation of the buyer's obligation, preserving essential verbs (must, shall, should).
- Required Evidence. The exact proof requested: an ISO certificate, insurance schedule, nominated key personnel CV, or written methodology.
- Response Owner. The specific individual (subject matter expert or bid author) accountable for producing the content.
- Internal Due Date. The drafting deadline, typically set 5 to 7 days before tender close to allow independent compliance checking.
- Compliance Status. Current state: Compliant, Non-Compliant, Partial / Exception, or Clarification Required.
- Residual Uncertainty. Concrete risks, subcontractor dependencies, or ambiguous terms that require escalation.
- Addendum Version. The latest tender addendum against which this specific requirement was re-checked.
