What is a mandatory criterion?
A pass/fail condition stated in the request documents. Fail it and the offer may be set aside before quality or price is scored. Public and private packs use different language and different correction rules, so the conditions in the pack control the answer. The methodology chapter will not compensate for a requirement the process treats as a gate.
The glossary entry is two sentences. The hunt is longer. Mandatories are certifications, locality, panel membership, clearances, insurances, named licences, a lodgement format, a closing time to the minute. They are also sentences that say the respondent must hold X, buried in a schedule the evaluation table does not repeat.
Where do they hide?
Conditions of tender: lodgement, format, mandatory information, late treatment. Conditions of contract: insurances and licences you must hold at award, which for a bid/no-bid means you must hold them now or have a dated path that is not a hope. Schedules: local presence, named standards, Indigenous or SME status, a prequalification on another portal.
Ctrl+F for “mandatory”, “must”, “shall”, “minimum”, “pass/fail”, “non-conforming”, “will not be considered”. Then read the schedules anyway. The word search is a start. It is not the list. A filename rule has excluded better firms than yours.
Addenda can add a mandatory after you have already started. That is a new inbound. Re-score. Do not assume the first list still holds.
What does “held today” mean?
The certificate is in date. The people are cleared. The panel seat is live. The local office exists. The insurance schedule matches the clause. Not “we have applied.” Not “we can get it before mobilisation.” Question 6 on the scorecard is a hard gate. A no there is a no-bid even if strategy and risk are clean.
A dated path can be a review: the certificate arrives on Tuesday, named owner, named evidence. After Tuesday it is a no-bid without another meeting. Starting the response on Monday because Tuesday might work is how a voided bid gets a week of people.
What voids a bid?
An unmet condition for participation, a late lodgement, or a failure to meet minimum content and format requirements can remove an offer from further consideration. The pack and the applicable procurement regime decide the consequence. Under the current Commonwealth rules, an entity may provide an equitable opportunity to correct an unintentional error of form, but further consideration is limited to submissions that meet the stated minimum content and format requirements. See Commonwealth Procurement Rules 10.32–10.34.
If the hunt on day one finds a gap, the letter can go that afternoon. A conforming no-bid, sent on time, is a legitimate act in a public process. Silence while you “see if we can get the ISO” is how the zombie starts walking.
