Consultants

The panel lists twelve disciplines. You can staff three.

Engineering panels reward the consultancy that bids the disciplines and geography it can actually staff, and punish the one that ticks every box. This is the consultants and advisory playbook for council and state panels; the panel economics are on bid/no-bid for panels.

Takeaways

  • Bid the disciplines you can staff with named people, in the geography you can serve.
  • A panel seat in a region with no pipeline is a trophy with reporting obligations.
  • Nominated staff leave. The panel application should survive one resignation.

What is the panel actually buying?

Hypothetical, to show the shape: a state roads panel seeks twelve disciplines across four regions, three-year term, call-offs by mini-competition. The buyer is not buying engineering in general. It is buying the right to call a named engineer, in a named region, at a locked rate, within days. Every discipline you tick without that engineer is a promise the call-off will expose.

Council panels rhyme at smaller scale: footpaths, drainage, traffic, open space; same structure, shorter distances, thinner margins. The council’s own policy governs: council tenders in Australia.

When is it a no before the application?

When the disciplines you can honestly staff have no pipeline behind them. Ask the buyer’s forward plan, read past call-off volumes, and count the incumbents already seated. A seat among eight firms sharing three call-offs a year is a lottery ticket with a compliance cost.

When the nominated staff are one person deep. Panels evaluate names. If your structures lead is also your drainage lead is also your project manager, one resignation voids three disciplines. Name deputies or narrow the bid.

When the rates lock below delivery cost. Panel rates freeze for the term. Price them against the staff who will actually do the work, in the years they will do it, not against today’s utilisation gap.

What does the gate look like?

Disciplines staffed with named people. Regions served within response times you can meet. Likely call-offs estimated from buyer history, not hope. Rates that survive the term. Miss one and the seat is a no, made before the application, not discovered at the first unwinnable call-off.
