What makes construction packs different?
Scale, staging, and proof. A school reclad, a wastewater design-and-build, a road rehabilitation: each arrives with drawings, specifications, site conditions, staging constraints, and a contract form that allocates delay and defect risk long before price is discussed. Evaluation reads delivery evidence first: comparable projects, named key people, plant, programme, and safety record. Methodology chapters cannot resurrect missing proof.
Rule 9 (planning for new construction works) sits behind the buyer’s process. Rule 8 draws its construction line at $9 million for new construction, against $100,000 for goods, services, and refurbishment. Classify the scope correctly: a refurbishment assessed as new construction misreads the threshold, and a new build assessed as refurbishment misprices the economic-benefit section.
What evidence should already exist?
- Comparable project write-ups. Two or three, scoped like the tender, with dates, values, and referees who will answer.
- Named key personnel. CVs of people who will actually deliver, with tickets and licences current at close.
- Capacity proof. Plant, crew, and programme headroom for the delivery window, not the firm’s total history.
- Safety and quality systems. Held certifications and records, not commitments to obtain them.
- Subcontractor chain. Named, consented, and priced, because the buyer will ask who does the specialist work.
- Financial standing. Whatever the pack’s pre-conditions require, assembled before the gate, not during review week.
What sinks construction bids most often?
Geography treated as a footnote. A remote site with mobilisation costs priced as metro rates. A programme that assumes plant availability the firm cannot evidence. Liquidated damages read as a number rather than as exposure against the programme; the reading method is on liquidated damages and delay caps. And performance security treated as paperwork: guarantees, retention, and facility capacity decide whether the firm can even hold the contract, see bank guarantees and retention.
Council construction scopes add the council’s own policy on top. A district council wastewater ROI runs on that council’s procurement policy, not on NZTA practice. NZ council tenders is the route to the right instrument.
What does this mean for the bid/no-bid call?
Run the evidence audit in week one, against the checklist above. Every missing item is either a question for the contact officer, a partner to find, or a no-bid, decided now, not discovered at review. Price the delivery before the pursuit: if the evaluation method is price-quality, read the method before you price. This page is preparation, not project advice: it will not teach construction, only the gate a construction firm must pass before writing.
