AU, NZ and UK compared

Three regimes, one gate. Nothing transfers without checking.

Australia, New Zealand, and the UK run separate procurement regimes with separate portals, thresholds, evidence rules, and feedback rights. Compare rows, never merge them. Part of our guide on Australian government procurement, with the sibling maps on New Zealand procurement and UK procurement.

Takeaways

  • No single national threshold exists; every figure below is regime- and band-scoped.
  • Portals differ, evidence differs, feedback rights differ; the gate logic is what travels.
  • Market entry is a separate commercial decision: bidding into a new sector or country.

How do the regimes compare?

Australian, NZ and UK procurement compared by row
Row Australia New Zealand United Kingdom
Core instrument CPRs (Commonwealth) plus state/territory regimes; councils under own policies Government Procurement Rules, 5th edition from 1 Dec 2025; councils under own policies Procurement Act 2023 from 24 Feb 2025; legacy/transitional alongside; Scotland separate
Notice boards AusTender plus state portals (see national directory) GETS, free; mandated agencies plus health, transport, councils Find a Tender / central platform; Contracts Finder legacy; devolved boards
Benefit weighting Local content/SME/Indigenous as pack states, IPP bands where invoked Rule 8: 10% minimum above $100k goods/services, $9m new construction Social value bands: 10% (£1m–£5m) / 20% (£5m+) where the model applies
Qualification evidence Mandatories, Code policies, insurance at pack dates Pre-conditions, Rule 8 evidence, participation where panels apply Participation vs exclusion vs award: three separate tests
Feedback Debrief on request; GPJR remedy on a short clock Rule 33 debrief the agency must offer Assessment summaries; standstill where it applies
Labels RFT/RFP/RFQ/EOI/ITT RFT/RFP/ROI/RFQ/RFI/NOI; ROI is not an EOI twin Open vs competitive flexible; MAT not MEAT; call-offs

Every cell subdivides where one rule would mislead: thresholds carry bases (GST inclusive/exclusive, VAT), dates carry editions, portals carry regimes. Detail lives in the three pillars; this table routes. Figures rechecked 16 September 2026 against the pillar pages, recheck the pillars before bidding, not this table.

What travels, and what does not?

What travels: the gate (strategy, capacity, risk); week-one reads; evidence before price; owned decisions with dates. What does not: thresholds, weightings, labels, rights, remedies, and portals, every one of which is regime-specific. The firm that gates well in one country gates well in all three; the firm that memorises one country’s figures fails in the other two.

What does this mean for the bid/no-bid call?

Run the home-regime gate first (it is the discipline you trust), then re-derive every regime fact from the foreign pillar, never from memory. Entering a new market is its own decision with its own worksheet: bidding into a new sector or country.
