Scotland, Wales and NI

Three nations, three boards, three sets of caveats. England is not the template.

Scotland legislates separately; Wales and Northern Ireland run their own boards and guidance under their arrangements. Register where the work is, and never infer the legislation from the portal. Part of our guide on UK public procurement.

Takeaways

  • Scotland: Scots procurement law and Public Contracts Scotland, not the Act.
  • Wales: Sell2Wales for notices, Welsh guidance for practice; check per tender.
  • Northern Ireland: eTendersNI for notices, with its own guidance footprint.

What applies in Scotland?

Scots procurement legislation (the Scottish regime built on its own Acts and regulations) governs Scottish contracting authorities, with Public Contracts Scotland (publiccontractsscotland.gov.uk) as the notice board and supplier registration point. Do not paste the Procurement Act 2023 onto a Scottish notice: procedures, remedies, and policy expectations follow Scots instruments and Scottish Government guidance. Confirm the governing instrument from the notice itself, then read that instrument; this page routes, it does not enact.

What applies in Wales?

Welsh public bodies advertise on Sell2Wales (sell2wales.gov.wales), with Welsh Government procurement guidance shaping practice, including Wales-specific policy expectations that have no English equivalent. Register on Sell2Wales where Welsh work is targeted; read the notice for which rules the specific procurement runs under rather than assuming either English or legacy defaults.

What applies in Northern Ireland?

eTendersNI (etendersni.gov.uk) carries Northern Ireland public notices, with central guidance from the Northern Ireland procurement authorities shaping process. Cross-border supply (Great Britain firms bidding NI work and vice versa) adds delivery-presence and participation-evidence questions that belong in the gate, not in the assumptions.

What does this mean for the bid/no-bid call?

Nation is a week-one fact alongside regime and buyer: wrong nation, wrong rule set, wrong gate. An England-shaped bid process pasted onto a Scottish notice misreads procedure, evidence, and remedy together. The regime selector is the UK pillar; notices live on Find a Tender and the platform for reserved work and on the nation boards above for devolved work.
