Queensland tenders: QTenders, buyer rules and response requirements.

Get from QTenders to the conditions by naming the buyer, downloading the current request documents, and reading the policy that buyer actually applies. Registration is not the conditions. State agencies and councils are different legal regimes. Part of our guide on Australian government procurement.

Takeaways

  • QTenders hosts the notice. The pack hosts the conditions. Do not stop at the listing.
  • Queensland Procurement Policy 2026 commenced 1 January 2026 for Queensland Government goods and services. Recheck it. It is not council law.
  • The Queensland Procurement Solution marketplace is a registration channel in transition. It does not replace the request documents.
  • If the buyer is a council, leave this page for council tenders.

How do I get from QTenders to the actual conditions for this bid?

Open the notice on QTenders, identify the issuing agency, download every request document and addendum, then read the conditions of offer, specification, returnables and draft contract. The national portal map is in where tenders are published. A QTenders card is not a qualification. Local-content or local-benefits text in a Queensland pack is still a pack test; see local content, SME and Indigenous targets.

Inspected 16 September 2026: the for-government procurement hub is forgov.qld.gov.au procurement. The Queensland Procurement Policy 2026 page states that QPP 2026 commenced 1 January 2026 as the overarching policy for procurement of goods and services, and that the page was last updated 3 June 2026. Recheck the current QPP 2026 and any category or construction instrument the pack cites. Do not assume QPP 2026 is the only document that binds a construction or capital-works buyer.

How do I register and identify the buyer on 16 September 2026?

Use the dated route below. supply.qld.gov.au currently describes a move to a Queensland Procurement Solution marketplace so buyers can find suppliers; it also states that tender information continues to be posted on QTenders during the change. Treat the marketplace as a profile and notification channel, not as the conditions of this bid.

Step Action What you must hold before the next step
1 Create or confirm a QTenders supplier login. Keep credentials in a shared inbox, not on one phone. An account that can download files and lodge.
2 Search QTenders by tender number first, then by agency and category. The live notice URL and closing date/time with timezone.
3 Read the issuing organisation. Classify it as a Queensland Government department or statutory body, a government-owned corporation, a council, or another entity. Buyer legal name. If it is a council, stop and use council tenders.
4 Optional: confirm a marketplace profile on supply.qld.gov.au if your team wants notifications. Do not confuse that profile with lodgement on this notice. A note of which system will actually receive the offer.
5 Download the request documents, conditions, response schedules, draft contract and every addendum. A complete pack with an addenda log.
6 Open current QPP 2026 (goods and services) and any other policy the conditions incorporate: Supplier Code of Conduct, category strategy, PQC or standing offer rules. Named instruments with edition or URL dated in your file note.
7 Extract mandatories, scored criteria, local-content returns and next-stage commitments (presentation, best-and-final, contract negotiation). A day-one reading record. Writing comes after the gate.

Which Queensland policy applies, and what is in the request documents?

QPP 2026 is the lead goods-and-services policy for Queensland Government procurement. The invitation may still impose additional category rules, a standing offer arrangement, Prequalification (PQC) for capital works, or a local-benefits return. Those obligations are in the pack. A policy pillar on a forgov page is not an evaluation weighting unless the request documents say so.

Checklist of fields to extract from a QTenders notice and request documents
Extract Where it usually sits Why it changes the call
Issuing buyer QTenders header; conditions of offer; draft contract parties Wrong buyer means the wrong policy and the wrong lodgement path.
State versus council Buyer name and enabling legislation cited in the pack QPP 2026 does not replace the Local Government Regulation 2012.
Close time and lodgement channel Notice; conditions; QTenders help text Late lodgement is not a clarification. Confirm the system that accepts the file.
Conditions of participation Conditions of offer; PQC or arrangement clauses If PQC, a standing offer, or a named licence is mandatory and missing today, the call is no.
QPP 2026 and related codes Conditions; declarations; Supplier Code of Conduct returnable A declaration you cannot support is a conformity risk, not cover text.
Local content or local benefits Evaluation criteria; a dedicated schedule If requested, evidence must be held. If not requested, do not invent a Queensland weighting. See local content.
Returnable schedules Response schedules; file-name and format rules A missing schedule is a non-conforming offer.
Next-stage commitment Conditions: interviews, presentations, BAFO, negotiation Price the hours. A two-stage process is a capacity fact.
Draft contract Attached conditions of contract Uninsurable liability or impossible KPIs are risk gates.

How do state agencies differ from Queensland councils?

Queensland Government departments and many statutory bodies buy under Queensland Government procurement policy, currently QPP 2026 for goods and services, plus any category or construction rules the pack names. Councils buy under the Local Government Regulation 2012 and that council’s procurement policy. Local Buy arrangements and a shared marketplace do not convert a council purchase into a state-agency purchase. If the issuing entity is a council, the threshold and exemption questions belong on council tenders.

What should I extract from a hypothetical QTenders pack?

The row below is Hypothetical. It is not a live public URL.

Hypothetical Queensland state-agency notice used to demonstrate pack reading
Field Hypothetical notice Reading note
Label Hypothetical Do not treat this ID as current.
Buyer Department of Transport and Main Roads State agency. QPP 2026 may apply to goods and services. Confirm whether this pack is services or construction.
Portal QTenders Lodgement on QTenders unless the conditions name another channel.
ID / title TMR-PROC-26-118: professional services, regional corridor planning Open request for offer, not a standing-offer refresh.
Close 14:00 AEST, 15 October 2026 Test the login 24 hours prior. Portal congestion is not grounds for a late file.
Policy in the pack Conditions require a Supplier Code of Conduct declaration and a local-benefits schedule Two returnables. The local-benefits schedule is pack evidence, not a universal QLD weighting.
Next stage Shortlisted offerors may be invited to a presentation in week three Capacity: name who attends before you call bid.

What does this mean for the bid/no-bid call?

Call no if the buyer is a council and you cannot meet that council’s rules; if PQC, an arrangement, or another participation condition is mandatory and not held; or if a returnable declaration would be false. Call review if you still cannot name the legal buyer or the lodgement system at the end of day one. Opening QTenders is not the work. Recheck QTenders, QPP 2026 and the pack. This page is not legal advice.
